Speaking at a press conference in Windhoek on Tuesday, Trepper said he is aware of the current issues, which make it difficult for ordinary Namibians to acquire land or houses.
He could, however, not spell out the solution to the problem but instead said “a system will be worked out where land will be made available for first-time buyers at affordable prices for everyone.”
It is not clear how he, as a regional councillor in one constituency of Khomas, will change the situation with the high cost of land and housing in Windhoek, where his wife Ellaine was recently a mayor.
The party's secretary general Nangolo Mbumba said Trepper is a reliable and hard-working cadre who has been a resident of Windhoek West for more than 20 years and therefore knows the needs of the constituency and its people.
“Trepper has an open door policy and is always approachable and therefore will be willing to listen to the needs of the residents,” Mbumba said.
Trepper said once he has been voted into office, he will listen to all residents' problems, regardless of which political party they are affiliated to. The by-election will be held on 14 November, 2014.
Trepper is a full-time Swapo coordinator for Windhoek West, a position he has held since 2001.
Mbumba said Trepper, who is also a member of the Swapo Party Elders' Council, will address issues such as safety, security, accommodation and transport for tertiary students in Windhoek West constituency.
“I plan to create business and investment initiatives for the youth, small and medium enterprises and other investment houses as well as promote the concept of urban agriculture together with the City of Windhoek,” he said.
Mbumba said Trepper will also work in collaboration with the City of Windhoek to make more affordable land available and spearhead the creation of an amusement park.
He said he believes that once theses challenges are addressed, their pledge for peace and prosperity would become a reality.
“We therefore urge you, comrades and friends, supporters and sympathisers, to go out in your numbers and vote for the Swapo party and its candidate,” Mbumba said.
