(Daily Monitor, The (Uganda) Via Acquire Media NewsEdge) Kampala- The Uganda Communications Commission (UCC) has temporarily relaxed the stance on switching off all substandard mobile phones pending consultations with all the stakeholders. Speaking to the Daily Monitor yesterday, the UCC executive director, Eng Godfrey Mutabazi, explained that the exercise suffered a few technical hiccups which are under modification, but will fully be revitalised next year."Engagements with stakeholders like the telecommunication companies are still ongoing as well as doing thorough paper planning before the exercise can be effected," Eng Mutabazi, said. UCC defines a 'counterfeit' mobile device as one whose International Mobile Equipment Identity (IMEI) number is not legitimate according to the GSMA database or which is associated with an IMEI that is genuine but not assigned to that particular device but to another legitimate one (also known as IMEI cloning). He explained that, the exercise also suffered the delayed procurement of "operations registrars" which will facilitate tests on fake handsets throughout the country. UCC had set November 2012 as the deadline for all non-operational fake phones while all counterfeit mobile phones, including the ones that have already subscribed to a network, were supposed to have been disconnected starting July 1, 2013. musisif@ug.nationmedia.com (c) 2013 Nation Media Group.
