When terrorists attacked a mall in Nairobi two months ago, Kenyan security forces were hailed as heroes. But closed-circuit footage appeared to show officers looting the mall they were supposed to be protecting. Kenya's president has vowed to end the cycle of corruption but that's a long term challenge.
