Algiers — A draft bill on import and export transactions of goods was discussed and approved Tuesday at a Council of Ministers chaired by President of the Republic Abdelaziz Bouteflika.
This text amending and supplementing the edict of 19 July 2003, specifies the conditions and purpose of the use of import and export licenses in accordance with the rules governing international trade, the Council of Ministers said in a statement.
The draft bill first reaffirms the freedom to import and export products, without prejudice to the rules on public morality, safety and public order, the protection of people's health, and the preservation of the environment and the historical and cultural heritage.
In addition, this law specifies the grounds for establishment of import or export licenses including the restriction of trade of certain exhaustible natural resources, the guarantee for the processing industry, the availability of locally produced raw materials the market, the supply of products due to which a shortage would be caused and safeguarding the external financial balances of the country.
